West Bengal Utsashree Portal, Utsashree Scheme (উৎসশ্রী প্রকল্প) is a great initiative taken by West Bengal Govt for West Bengal Teachers. on 22nd July 2021 West Bengal Chief Minister Announced this Scheme to make the transfer process easy of teachers.

On 22nd July says in Press Conference at Nabbana ,” Utsashree project is being launched for teachers. In the case of those who want to transfer to their own district, or to a school in front of the house. But if ten people want one place, it is not possible. It needs to be adjusted-re-adjusted. As I said before, teachers don’t have to go far. At least a portal is being set up to get as close to them as possible, where teachers can apply themselves.

The education department will take action accordingly. The name of this portal is Utsashree. Since the matter of education and education is the source of all things, it has been named Utsashree Portal.”

Objective of Utsashree Scheme or Utsashree Prakalpa

The Main objective of Utsashree Portal is to make easier process of west bengal teacher transfer. It has been observed that from a long time teachers are applying for general transfer as well the mutual transfer yo there nearest area. But due to difficult management system it take more time to fixed it.

Utsashree Portal may minimize this problem as this portal has made for all the teacher including primary and secondary school teachers. From this portal when any teacher do login with their unique ID , they can see how much vacancy or availability of post on desirable school.

Eligibility Criteria of Utsashree Portal

For General Transfer in Utsashree Portal

• The applicant should be confirmed and serving in the present school in the present post for at least five years.
• Applicant must be within 59 years of age
• Place of posting should be more than 25 km in case of secondary schools
• Primary teachers will not be able to apply within the same Circle
• No teaching/non teaching staff would be allowed to apply within five years of last transfer
• If anybody has refused a transfer order he/she will not be able to apply again before completion of seven years
• If anybody is under suspension, facing any Disciplinary proceedings/judicial proceedings or charges of financial irregularity he she shall not be able to apply for transfer

For Seek Transfer in Utsashree Portal

• You are suffering from serious disease (as mentioned)
• You are in PH category (40% and above)
• You are female teacher and facing serious problems in attending schools on ground of divorce or death of husbands.
• Your age is 57 and above and willing for home district transfer.
• Any other valid reasons.

Documents Required to Apply in Utsashree portal

• Documents relating to any illness
• Documents relating to physical disablement (above 40%)
• Birth certificate of child for female teacher
• Distance certificate between places of posting of both spouses
• Distance certificate between place of posting and permanent address
• Size of documents should not exceed 200 KB

How to Apply on Utsashree Portal for Teacher Transfer (Secondary)

Process to apply on Utsashree Portal for Secondary Teachers :

• Teachers need to Login with their OSMS ID
• First go to Official website of Utsashree V1.0
• From Menu click on Teacher Transfer
• Select OSMS Type – SECONDARY for secondary school teacher.
• After selecting OSMS Type then the applicant selects his/her school’s subdivision from drop down menu.
• Then he/she can enter his/her unique ‘8 Digit’ employee code.
• After that the applicant will be able to give his PAN number.
• He/ She will enter the captcha code for security reason.
• After verifying all the data, he will get an OTP.
• After submitting the OTP, the applicant will successfully logged into to the system
• After successfully login he can view dashboard
• Into Dashboard he/she got mutual/ General transfer menu along with his details such as – i-OSMS code, Gender, Academic Section, Subject, School Name, School Category, District Name and Subdivision name.
• Applicant choose his/ her preferable district, subdivision and school.
• He/ She added more row by clicking ‘ADD MORE DISCTRICT BUTTON’
• And choose a proper reason for transfer from drop down menu.
• Then must be check on check box for self-declaration purpose.
• After submit the data by clicking ‘PROCEED’ then the main application form appears to the user end.
• Into this form teacher review the selected district from applicant end, it will be update one or more than one time until finalize the application.

How to Apply on Utsashree Portal for Teacher Transfer (Primary)

Process to apply on Utsashree Portal for Primary Teachers :

• Teachers need to Login with their OSMS ID

• Select OSMS Type – SECONDARY for secondary school teacher.
• After selecting OSMS Type then the applicant selects his/her school’s subdivision from drop down menu.

  • There are two type or transfer – (1) Inter District and (2) Intra District
  • The procedure of these two types of transfer quite similar.
• Inter District Transfer (Other District)
  • At first applicant can download guideline for teacher transfer, read and follow the instruction carefully.
  • Then applicant can choose transfer type – Intra / Inter District transfer.
  • Applicant can add preferred District (maximum 3) and circle (maximum 3) and school (maximum 3)
  • Applicant can also check PTR of the selected school. (DEFICIT – There is less teacher than what is supposed to be, SURPLUS – There is more teacher than what is supposed to be, NORMAL – There are same teachers as there are supposed to be)
  • Into this form teacher review the selected district from applicant end, it will be update one or more than one time until finalize the application.
  • Applicant can select a proper reason (“MEDICAL REASON SELF”,”MEDICAL REASON OTHERS”,”OTHERS”,”PHYSICAL HANDICAPPED”,” FEMALE TEACHER SERIOUS INCONVENIENCE”,”TEACHER OF AGE 57 AND
  • MORE AND WILLING FOR HOME DISTRICT POSTING”) from drop down menu. Ex – if applicant choose ‘MEDICAL REASON SELF’ then he/she select disease from drop down menu and upload necessary supporting documents for that.

  • Children details and “FEMALE TEACHER SERIOUS INCONVENIENCE” reason only for female applicant.
  • TEACHER OF AGE 57 AND MORE AND WILLING FOR HOME DISTRICT POSTING this reason only for 57 years applicant. (Upload necessary supporting documents for that)
  • if ‘Whether Received Transfer Order While in Present School and Present Post’ option is yes,
  • Applicant will have to mention her/his Transfer Memo no, Transfer Memo Date with supporting document.
  • If ‘In case applicant is under order of suspension, or disciplinary proceeding or judicial proceeding is pending against the applicant or contemplated against, the transfer application will not be proceeded with’ option is yes, Applicant couldn’t apply for transfer.
  • After successfully fill up with proper data applicant procceed the form. Applicant can update it multiple times until finalize
  • After successfully finalize the data, it cannot be edited further. Teacher can view his/her entire form with details, uploaded documents along with unique self-transfer proposal id. Status is shown as ‘SELF TRANSFER FINALIZED’
  • Applicant can also download the Self Transfer Application form
• Intra District transfer (With in the District)
  • Applicant can add preferred District (same) and circle (maximum 3) and school for Intra District transfer.
  • Checking PTR for each and every school.
  • Into this form teacher review the selected district from applicant end, it will be update one or more than one time until finalize the application.

Sub: Introduction of online transfer portal “Utshashree” for teachers in Utsashree Portal

This is to inform you that the Hon’ble Minister in charge School Education Department, Government of West Bengal will launch “Utshashree”, an online portal for transfer for the teachers working in Government Sponsored and Aided Primary, Upper Primary, Secondary and Higher Secondary Schools on 31st July, 2021. The portal will be available to the teachers for applications on and from 2nd of August, 2021. All the DIs along with their resource teams have already been oriented on the issue.

The portal has been designed to give an opportunity to all willing teachers to apply for transfer to any school of the State of their choice necessitated due to sickness of self or near family members, long distance, physical disability or some other specified grounds. The transfer applications will be processed on line based on certain logic like availability of vacancy, teacher’s eligibility criteria, production of proper medical certificate and other supporting documents etc. The entire process would be transparent, time bound and hassle free. The live status of application will be available on the portal as well as communicated to the applicant through SMS and e-mail at each stage.

Priority transfer will also be made available on the basis of certain grounds like terminal illness etc. Salient features of the Portal along with FAQ are attached here with as a ready reference.
