on 17th June Chief Minister of West Bengal Mamata Banerjee has officially annouced that all the farmer get Rs. 10000/- per year in 2 installment. She said on twitter ,”I am happy to announce that GoWB is relaunching the #KrishakBandhu Scheme by doubling the annual financial support for all farmers & share-croppers. Farmers will now receive an increased financial support from ₹5,000 to ₹10,000 for one acre or more of cultivable land”. Additionally He said ,”Additionally, those having less than one acre of cultivable land will now receive a minimum of ₹4,000 per annum, on a pro-rata basis. I assure everyone that GoWB is working round the clock to deliver all the promises of our 10 Ongikars.”

This system verified authenticated data shared with State & District Co-Operative Banks by DOA for direct benefit disbursement. Personalised “Krishak Bandhu” digital Smart Card will be given to farmers to authenticate beneficiaries, for all further Govt assistances in future.

Standard Operating Procedure for “KrishakBandhu” Scheme of the Agriculture Department
(Ref: “Duare Sarkar” Campaign)
Scheme objective:
- To support farmers financially during pre-production stage by providing production input purchase
assistance - To give income protection to farm-families in case of farmer’s untimely demise.
Scheme components:
There are two components of the scheme:
a) “Krishak Bandhu” (Assured Income) scheme and
b) “Krishak Bandhu”( Death Benefit) scheme.
Scheme benefits:
a) In Krishak Bandhu (Assured Income) scheme every farmer having ROR and recorded Bhagchasi (Sharecropper) will be eligible to get financial support of Rs. 5000/- per year for one acre or more of cultivable land owned. Farmers having less than one acre of land will be eligible for assistance on pro rata basis subject to a minimum of Rs. 2000/- per farmer per year. The financial support under the Scheme is payable in two equal installments, first during Kharif and second during Rabi season in each year.
b) In Krishak Bandhu (Death Benefit) scheme, in the event of death of a farmer /recorded Bhagchasi (Sharecropper) in the age group of 18 – 60 years, the legal heirs of the deceased will be eligible for one time grant of Rs. 2,00,000/-(Rupees Two Lakh) only. The legal heir will be determined by the BDO as per the set procedure. Standard Operating Procedure (SOP) for Krishak Bandhu (Assured Income) Scheme :
Eligibility Criteria: All farmers having cultivable land with RoR, Patta or Forest Patta and recorded [in RoR]
Bhagchasi (Share-cropper), are eligible for getting assistance under this scheme.
Process flow forregistration at GP Level Camps: - The farmer is to fill up and submit application form in the GP where he has maximum land holding.
- The farmer has to submit photocopies of the following documents at the time of application and also
produce the original for verification:
Latest RoR of Cultivable Land/ RoR recorded with Barga / Patta Record/ Forest Patta
Valid Voter ID card (mandatory)
ADHAR Card (optional)
Bank pass book 1st page/ Cancelled Cheque
One passport size recent photograph (original).
Valid mobile phone number. - The Farmer whose application is accepted at the camp will be verified online using Krishak Bandhu (KB) App (depending on availability of internet connectivity) and the applicant will be issued an Acknowledgement Slip on the spot. Process flow of approval of the application:
- In case digitization of physical applications is not possible at the Duare Sarkar camp, the same will be digitized at the office of the Assistant Director of Agriculture (ADA) of the Block using the KB App and an Acknowledgement ID will be automatically generated for every applicant in the KB Portal.
- The ADA will verify the application details and land details.
- After checking, if the details are found to be correct, the ADA will approve the case and thereby the enrolment will get completed. If the details are incorrect, he will reject the application and file it. The applicant will get a system generated sms stating the reason for rejection.
- Approved and Rejected farmer database will be saved in the KB Portal. Payment of Assitance:
- The List of all enrolled farmers as on the cut-off-date for the particular season (Kharif or Rabi) is downloaded from the KB Portal by Webel and provided to the West Bengal State Co-operative Bank Ltd. (WBSCBL) for DBT of assistance.
- The WBSCBLwill verify the Bank Account details of the farmers and transfer the assistance to the Bank Accounts of the beneficiaries through online DBT method.
- The invalid Bank Account details, if any, are sent back to the ADA for correction.

MEMORANDUM
Agriculture is the largest sector of the economy in West Bengal and about two-third population of the State is directly or indirectly dependent on agriculture for livelihood.
There are about 96% of the farmers of the State who are having small and marginal farm land holdings and they are often faced with inadequate access to farm credit.
The families of most of the farmers are totally dependent upon agriculture for their livelihood and in the event of death of the farmer who is the main earning member, the entire family is put to extreme financial distress as they have no alternative means of livelihood.
Agriculture, being the main livelihood of the majority of population of the State, it is necessary that it is profitable for the farmers and also they be provided with the social security so that the family of the farmer is not put to distress in the event of the death of the farmer.
Therefore, in order to give financial support to the farmers including Bhagchasi (share cropper) for agriculture purposes and also to provide social security to the family of the farmer and Bhagchasi in the event of his death due to any cause including natural death, the State Government has decided to introduce Krishak Bandhu Scheme with two components:-
(i) Krishak Bandhu (Assured Income) Scheme under which every farmer including recorded Bhagchasi (Share Croper) will be eligible to get financial support:
a) Rs. 5000/- (Rupees Five thousand) only for upto 1 (one) acre of land per year. The financial support will be paid in two instalments once for Kharif season and 2nd time for Rabi crops.
b) Pro-rata basis for land less than 1 (one) acre of land; subject to a minimum of Rs. 1000/- (Rupees One thousand) only;
(ii) the Krishak Bandhu (Death Benefit) Scheme under which, in the event of any type of death including natural death of a farmer/ Bhagchasi (share cropper) in the age group of 18-60 years, the nominee/family member of the deceased will get a one-time grant of Rs. 2,00,000/- (Rupees Two Lakh) only.
The Salient Features of the scheme are mentioned hereunder:
I. Eligible farmers: All farmers including recorded Bhagchasi (Share Croper), having available documents, will be eligible for financial support under the Krishak Bandhu (Assured Income) Scheme.
The eligible member of the family of the deceased farmer including recorded Bhagchasi (Share Croper) within the age group of 18 – 60 years, irrespective of their monthly income, will be eligible for coverage under the Krishak Bandhu (Death Benefit) Scheme.
II. Details of financial support: Under the Krishak Bandhu (Assured Income) Scheme, a farmer, including recorded Bhagchasi (Share Croper), will be eligible for an annual financial support as follows:
a) maximum of Rs. 5000/- (Rupees Five thousand) only for upto 1 (one) acre of land per year;
b) for less than 1 (one) acre of land on pro-rata basis commensurate with the area of land holding, subject to a minimum of Rs. 1000/- (Rupees One Thousand) only;
The financial support will be payable in two instalments – the 1st installment in June (for Kharif) and 2nd in November (for Rabi). In 2019, the payment for current Rabi/Boro crops will be made from 1st February, 2019.
III. The amount will be disbursed to the farmers through cheques or bank transfer by the West Bengal State Cooperative Bank (WBSCB) and District Central Cooperative Banks (DCCBs).
IV. Under the Krishak Bandhu (Death Benefit) Scheme, in the event of the death of farmer including recorded Bhagchasi (Share Croper) in the age group of 18-60 years, the eligible member of the family of the deceased will get a one-time grant of Rs. 2,00,000/- (Rupees Two Lakh) only. The death benefit scheme is effective from 1st January, 2019.
V. Nodal Department for implementation of the scheme: The Agriculture Department will be the Nodal Department for the scheme.
VI. A State Level Steering Committee for Krishak Bandhu Scheme under the Chairmanship of the Chief Secretary, ACS (Agriculture) as the Member-Convenor, the ACS/ Principal Secretary/ Secretary of the concerned Departments and the Advisor (Agriculture) as Members will be formed to supervise implementation of the scheme.
This issues with the approval of the Finance Department vide U.O. No. Group A-I/ 2018-19/0065 dated 16/01/2019 read with U.O. No. 2533 dt. 03/01/2019 of Group-N and U.O. No. 2504 dated 02/01/2019 of Group-N.
